Your questions, answered
Who needs to comply with the new accessibility rules?
The rules apply if you sell products or services to EU consumers and have either 10+ employees or annual revenue/assets above 2 million euros.
When’s the compliance deadline?
The deadline is 28 June 2025, and the EAA makes an important distinction between products and services. Products: only products placed on the market after 28 June 2025 must meet the requirements. Services: all services provided to consumers after 28 June 2025 must comply. It doesn’t matter when the service was first created. If you continue offering it after the deadline, it must meet EAA standards.
Is there a transition period?
Yes. The EEA gives service providers some time to adapt. If you’re using products that were already legally in use before the compliance date, you can keep offering your services with them until 28 June 2030. Service contracts signed before 28 June 2025 can continue as they are until they expire, for up to five years, but no later than 28 June 2030.
What happens if I don’t comply?
The EEA leaves it to each EU Member State to set its own penalties. This means enforcement and sanctions will vary by country. The EEA requires that penalties be effective, proportionate, and deterrent under national law.
Are there any exemptions?
Yes. Exemptions include micro-enterprises, situations where compliance would require a fundamental alteration of a product or service, cases where the requirements would impose a disproportionate burden on the business, and certain types of pre-existing content on websites and mobile apps.
